Can't use # character in documentation command line

I want to change the documentation command line for the AS3Context plugin to use my local Actionscript 3 reference rather than going to the internet.

Effectively, the path I wanted to try looks like this:

file://localhost/C:/Program%20Files%20(x86)/Common%20Files/Adobe/Help/en_US/AS3LCR/Flash_10.0/search.html#+$(ItmTypPkg)+$(ItmTypName)+$(ItmName)

However, the path is being truncated at the # character. Unfortunately, that character is how the script in the search page works.

Is there a way I can escape the # character to use this URL on my computer?

Maybe URL-encoding # as %23 will fix the problem.
